is possible make mysql database on web person network can access it? example if in europe downloads program, still able connect mysql database without problems.
currently, using connector j locally hosted mysql database.
edit: want create online mysql database (not locally hosted) can download program , program internet connection can read , write data server online.

it's difficult understand purpose perceived question maybe looking sort of cloud app service heroku. take @ cleardb add-on , see if fulfills need.
