i remember trying ghc 7.8.4 too, , afair failed similarly.

i've used new & empty cabal sandbox

cabal-install version 1.22.2.0

looks happy executable needs upgraded. can install new version cabal-install. alternatively, using stack automatically install correct version of happy.
