fastcgi - Apache error - mod_fcgid: too many processes, skip the spawn request- Hangs Server -

we running lamp stack on dreamhost dedicated server. since updating php 5.6 fastcgi have been getting more frequent server outages , slow response times nominal server load. apache throwing following error:

[tue jul 14 14:58:09 2015] [error] mod_fcgid: domain=<domain>.com many /dh/cgi-system/php56.cgi processes (current:20, max:20), skip spawn request 

i have read of fastcgi configurations might help, dreamhost did not suggest modifying these settings. safe update these settings on dreamhost server , help?

we planning audit of curl requests add timeouts. issue? there else can stop php spawn requests being skipped? there way identify offending script might hanging server?
