ios - How to submit instagram app for POST requests? -

i want follow user on instagram. described in instagram documentation relationship endpoints.

i requesting post:

https://api.instagram.com/v1/users/{user-id}/relationship?access_token=access-token

but getting error : in short says send app approval.

in who able use application? not allow me select anyone & send approval.

i individual developer how can send app approval?

they make clear in center, applications offer business services can have access post , delete

the ability post , delete likes, follows , comments restricted applications offer business services , not consumer facing apps
