surprisingly, after may 14, 2015 microsoft has said windows phone 8 devices no longer developer unlocked due ms security certificates expiring. date has come , gone, nonetheless here htc windows phone 8s, phone won't receive 8.1 update in need of developer testing. know of way around developer unlock phone? i've tried changing date pre-may 14, however, not work.
you can't unlock windows phone 8.0 device, can upgrade windows phone 8.1 through windows phone developer preview , developer unlock it.
while versions of windows phone 8.1 preview did not support 8s, update has been available device since september (see http://blogs.windows.com/bloggingwindows/2014/09/24/new-update-for-windows-phone-preview-for-developers/ )
