apache - Maximum number of concurrent connections exceeded -

i using apache http server 1.3.29

i apache server experiencing error:

internal server error 500 exception: ewebbrokerexception message: maximum number of concurrent connections exceeded. please try again later

this message appears when many users using system, not know number of connections cause this.

i need optimize server support more connections / access

it's not lack of machine resources. server has 16gb of ram , great processor, problem occurs when consumer not 30%, maybe adjustment in apache, seek here.
