do must write in descriptions on google play? or on fist run must show fragment window? or can write privacy policy in section "about app"?

they want inform users use of targeted advertising. explicitly don't tell write though.
personally think should enough write use admob serve ads , admob uses devices advertising id serve personalized ads based on users interests (which includes collecting , analyzing user data). link google page opt-out of personalized advertising , googles prvacy policies (here , here) can't hurt.
this suggests need have @ least link privacy policy in app , on store page. maybe admob doesn't count handling sensitive data, maybe link policy on store page optional in case.
as sidenote: if use google services (e.g. location, firebase, places api) need privacy policy
